On reading of the following process and details, please keep in mind that the HRD and Higher Education Department never attest non educational certificates or commercial certificates and these certificates will be attested by other departments like General Administrative Department (GAD), Regional Attestation Center (RAC), Home Department, Sub Divisional Magistrate (SDM), Chambers of Commerce, Ministry of Foreign Affairs (MoFA), Ministry of External Affairs (MEA) etc. The under mentioned process of attestation is in general and practices in India.

From the viewpoint of Certificates Attestation, the certificates could be divided into three types and these are Educational Certificates, Non Educational Certificates and Commercial Certificates. All these above mentioned three types of Indian Certificates could be attested or legalized from any foreign Embassy or Consulate present in Delhi, Mumbai, Chennai or Kolkata: India. To reach the final Attestation the certificate, it has to pass through some mandatory primary attestation process from various authorized Indian authority. The certificate attestation for primary, secondary and tertiary depends upon the purpose of the attestation and the country where it will be used. The attestation authorities for attestation of certificate are General Administrative Department (GAD), Regional Attestation Center (RAC), Home Department, Sub Divisional Magistrate (SDM), Human Resource Development (HRD), Ministry of Higher Education, Ministry of Foreign Affairs (MoFA), Ministry of External Affairs (MEA) etc. The detail description of Certificate Attestation are as under,

Certificate could be attested or legalized from any foreign Embassy or Consulate present in India after the Attestation of competent Government organization designated by the Government of India. The Governmental organizations are General Administrative Department (GAD), Regional Attestation Center (RAC), Home Department, Sub Divisional Magistrate (SDM), Human Resource Development (HRD), Higher Education Department etc. and the designated signatory may be the Section Officer, Deputy Commissioner, Commissioner, Magistrate, Sub Divisional Magistrate, Commissioner, Resident Commissioner, Secretary, Chief Secretary, Joint Secretary, Assistant Secretary, Director, Deputy Director, Registrar etc. Once the Certificate has attested from the designated authority in India, then this certificate will be attested by Ministry of External Affairs (MEA) or Ministry of foreign Affairs (MoFA), New Delhi, Mumbai, Chennai, Kolkata: Government of India and finally the Certificate will be attested by the destination country’s Embassy or consulate present in India. The above mentioned Certificate Attestation process is applicable if the destination country is a non Hague Conventional Country (Non-HCC).

In practical, the above mentioned Certificate Attestation process is very much time consuming and cost demanding. To overcome the unavoidable circumstances, apart from the above discussed Certificate Attestation procedure, there is a very old Certificate Attestation process is practiced in India. In this process the Certificate firstly will be Attested by the Home Department, Mumbai (Mumbai Mantralaya) after that the Certificate will be Attested by Ministry of External Affairs (MEA) or Ministry of Foreign Affairs (MoFA), Delhi: India. Once the Certificate has Attested from Home Department, Mumbai (Mumbai Mantralaya) and Ministry of External Affairs (MEA) or Ministry of Foreign Affairs (MoFA), Delhi: India then this Certificate will finally be attested by the destination country’s Embassy or consulate present in India. The said process is very old practiced; most popular, well recognized as well as cost effective and time effective. This attestation process is most respectful, well known and highly acceptable attestation process in India and acceptable by ninety nine percent countries across the globe.

Point to be noted that, the above discussed Certificate Attestation process is an alternate attestation process but it is genuine as well as well acceptable attestation process for approximately all Countries across the Globe. In the same time, some Countries are very particular for Certificate Attestation process and they require the state level attestation / authentication (GAD, HRD, Home Department, Higher Education Department etc) on the Certificate prior to the attestation from Ministry of External Affairs (MEA) or Ministry of Foreign Affairs (MoFA) as well as their Embassy or Consulate attestation or legalization in India.

Apart from the above said alternate Certificate Attestation process, there is another alternate Certificate Attestation process is also practiced in India and this process of Certificate Attestation is in use in maximum level now a day in India. In this process the Certificate issued from anywhere in India, firstly will be Attested from Sub Divisional Magistrate (SDM), New Delhi after that the Certificate will be attested from Ministry of External Affairs (MEA) or Ministry of Foreign Affairs (MoFA), Delhi, Mumbai, Chennai, Kolkata: India. When the Certificate has attested from the above two departments then this Certificate will finally be Attested by the destination country’s Embassy or Consulate present in India. The said process is also an alternate, genuine and acceptable process for maximum number of Countries across the globe. But point to be noted that some Certificate could never be attested through this process and in the same time, some Countries are very particular for Certificate Attestation process and they require the state level attestation / Authentication (GAD, HRD, Home Department, Higher Education Department etc) on the Certificate prior to the attestation from Ministry of External Affairs (MEA) or Ministry of Foreign Affairs (MoFA) as well as their Embassy or Consulate attestation or legalization in India.

Note:

HRD and Higher Education Department never attests any non educational or commercial certificates. All the above said Certificate Attestation process, the Attestation from Notary is mandatorily require. The attestation from Notary could be completed from anywhere in India for any Indian Certificate. But some country requires the Notarization from the state of issuance of the Certificate. All the Attestation process will be done on the original Certificate. Some Country requires the translation copy of the attested or legalized Certificate issued in India in English language to their own country’s languages. The translation requirement could vary from Country to Country, as some country requires the Translated Certificate after the whole Attestation process and on the other hand some Country requires the Translated Certificate to be attested. Also some country requires both the original as well as Translated Certificate to be attested. Some Country requires the fresh / reissued Attested Certificate. In that case the issuance of the Certificate and the complete attestation will be within six months. To attest the Certificate from the above said various departments, there is no requirement of presence of the Certificate holder or their relatives.
