The Apostille, or Embassy Legalization and Attestation on Documents are required when the Certificate is required for use in abroad. It is simply a systematic process which is the evidence of authenticity of the Document. To know the process of MEA Apostille and Embassy Legalization of Documents in India, it will be better to part all the Countries across the Globe in two parts. One part is Hague Conventional Country (HCC) and on the other hand it is Non-HCC.

Attestation and Apostille process of personal Documents which are divided into two categories. The two groups are Educational Documents like Degree Certificate, Diploma Certificate, Mark Sheets or Transcripts etc. and on the other hand non-Educational Documents like Police Clearance Certificate (PCC), Experience Certificate, Birth, Marriage, Medical Certificate etc.

The Certificate or Document which will be used in any Hague Conventional Countries (HCC) will be Apostilled by Ministry of External Affairs (MEA) and it is the final process. In this process the first Attestation will be done by the “Notary Public” then it will be Attested from following Departments as per the authority given by MEA, Govt. of India in year 2008 for various States in India of different Departments.

For Educational Document Attestation in India

1. Higher Education Department (HED) (for Convocation only)
2. Human Resource Department (HRD) (for Convocation only)

For non-Educational Document Attestation in India (and it is also applicable for Mark Sheets or Transcript and Provisional Degree Certificate). Where there is no HRD or HED are not available then the following mentioned Departments are authorized)

1. Home Department
2. Regional Attestation Center (RAC)
3. General Administrative Department (GAD)
4. Commissioner of the States represent in Delhi [it is possible only where Document holder (s) are present in front of the Officer]

*** Point to be noted that in some States there is no Agency Allowed for Attestation of personal Documents as such the Document or Certificate Holder (s) must have to approach the department on their own or he / she can give authority to one of their blood relative (father, mother, brother or unmarried sister) with a authority letter to the Department. Commercial or Export Document Attestation in India will be done by Chambers of Commerce, Govt. of India.

If the destination Country is not a Hague Conventional Country, then the Document or Certificate regardless the personal or Commercial will be Attested and Legalized by the Embassy or Consulate present in India.
